Starting from 2024, to obtain the Dubai Certificate of Compliance (DXB-COC) for fire-rated duct systems, it is required that the products undergo testing and technical evaluation by the Emirates Safety Laboratory (ESL) for Dubai-specific projects.

This requirement ensures that duct systems meet the performance and installation criteria outlined in the UAE Fire and Life Safety Code of Practice (2018), as enforced by the Dubai Civil Defense (DCD). The evaluation process covers aspects such as fire resistance, mechanical integrity, and Compliance with relevant international standards.

While new testing conducted by ESL is mandatory for most cases, existing or historical test data may be considered—provided it clearly demonstrates Compliance with the essential requirements. Such data must be traceable, technically valid, and subject to ESL’s review and acceptance.

Only duct systems that are verified and approved by ESL—through new testing or validated historical performance—will be eligible for DXB-COC issuance, registration, and installation approval within the Emirate of Dubai.

Starting from 2024, obtaining the Dubai Certificate of Compliance (DXB-COC) for roofing systems requires products to undergo testing, evaluation, and certification by the Emirates Safety Laboratory (ESL) for use in Dubai-specific projects.

This process ensures that roofing systems comply with the fire performance criteria and installation requirements outlined in the UAE Fire and Life Safety Code of Practice (2018), as enforced by the Dubai Civil Defense (DCD). Evaluation includes assessment of flame spread, fire resistance, system integrity, and Compliance with relevant international standards.

While new testing and certification through ESL is required, historical test data and valid third-party certifications may be considered, provided that:

They are directly relevant to the system configuration intended for use,

Address all critical performance parameters required by DCD, and

Are subject to technical validation and approval by ESL.

All roofing systems intended for installation in Dubai must be certified and approved by ESL prior to DXB-COC issuance and product registration. This applies to conventional and non-conventional roofing assemblies, including thermal insulation, waterproofing, and protective coverings where fire performance is a factor.

Only systems that demonstrate full Compliance—through new or validated testing—will be eligible for use in Dubai projects as of 2024.

Effective from 2024, to obtain the Dubai Certificate of Compliance (DXB-COC) for cladding materials and façade systems, it is mandatory for products to undergo testing, evaluation, and certification through the Emirates Safety Laboratory (ESL) for use in Dubai-specific projects.

This requirement ensures full Compliance with the provisions of the UAE Fire and Life Safety Code of Practice (2018) and the specific fire performance standards enforced by the Dubai Civil Defense (DCD).

While new testing and certification by ESL is required, historical test reports-before 2024 and valid international certifications may be considered, provided they:

Are traceable to the exact product/system configuration proposed for use,

Address the main performance criteria mandated by DCD,

And are reviewed and accepted by ESL on a case-by-case basis.

All cladding and façade systems intended for use in Dubai must receive formal approval and certification by ESL before DXB-COC issuance and product registration. This includes Compliance with regulations related to fire propagation, combustibility, and system integrity.

Only certified products, supported by ESL-reviewed documentation, will be eligible for approval in Dubai projects starting from 2024.
